Job Overview

The Mass Clean Energy Center (MassCEC) is seeking a highly motivated individual to function as the right hand to the Chief Program Officer to help coordinate, improve the impact, and accelerate the development and deployment of MassCEC’s technology and market development programs.  The Deputy Chief Program Officer is a dynamic and flexible role that is well suited for a collaborative, creative self-starter who can manage a variety of projects. The Deputy Chief Program Officer will provide support to the Chief Program Officer in all aspects of work and will both collaborate with internal MassCEC staff as well as interface with external stakeholders in the public, private and non-profit sectors.

The Chief Program Officer serves on MassCEC’s executive leadership team, collaborates with other executive team members on organizational strategy and management, oversees the organization’s clean energy and climate technology development program portfolio, and market development program portfolios in the buildings, transportation and net zero grid sectors, ensures effective integration and coordination of programmatic efforts across teams, contributes to new program development, coordinates with other state agencies on climate and clean energy initiatives, and conducts a variety of other activities to generally oversee the strategic deployment of human and financial resources in service of MassCEC’s mission.

As such, the Deputy Chief Program Officer will provide support and contribute to many of these, and other initiatives as well as generally applying design thinking and experience to the Program team’s research, program development and evaluation efforts.

 

Job Duties

This position description is intended to describe the general nature and level of work of this position, and is not an exhaustive list of all responsibilities, duties and skills required of individuals in this role.

  • Work closely with the Chief Program Officer, and other senior leaders as directed, to contribute to and help implement strategic initiatives that advance MassCEC's mission;
  • Support the development of new programs as additional support is needed, both within and across divisions, from seed to launch, including stakeholder engagement and strategic partnership development, program design iteration, program metric identification, and assist as necessary in the development of key program documents including Requests for Proposals (RFPs);
  • Refresh and update MassCEC’s approach to program evaluation, including designing and implementing new processes to enhance ongoing program monitoring and end-of-program evaluation and reports, including working with marketing staff to build out a multi-channel strategy to communicate the impact and success of MassCEC’s programs to a variety of public, private and non-profit sector stakeholder groups;
  • Assist and collaborate on efforts to visualize and communicate MassCEC’s market development strategy to a variety of key stakeholders;
  • Conduct targeted clean energy and climate program design and implementation research identified by the Chief Program Officer;
  • Prepare recommendation memos and presentations for MassCEC leadership, board members, EEA, and other external stakeholders as necessary;
  • Identify and execute on opportunities, in collaboration with Program team directors, program managers and others to improve processes and collaboration across teams;
  • Assist the CPO (and Marketing team members) in the development of external communications material;
  • Serve as the CPO’s liaison to MassCEC’s internal and external DEI working groups;
  • Spearhead other special projects as needed;
  • Coordinate and respond to information requests from other governmental organizations;
  • Coordinate with MassCEC’s and EEA’s staff charged with tracking and pursuing federal funding opportunities;
  • Coordinate with team members focused on metrics reporting team to improve the quality of MassCEC’s overall market development metrics across divisions; and
  • Assist with preparation of materials for Board of Directors meetings.

Position Qualifications

Applicants need not have all qualifications to be considered.

Education:

Bachelor’s Degree in public administration, political science, public policy, urban planning or community development, or energy-related field, Master’s is preferred.

Experience:

At least 7 years of professional work experience.

Knowledge, Skills and Abilities:

  • Interest in clean energy and climate program or policy development;
  • Knowledge of state and federal energy policy and regulatory frameworks;
  • Solid grasp of strategic and tactical planning, and performance metrics;
  • Project or program management experience;
  • Stakeholder management experience;
  • Excellent organizational, writing, and communication skills;
  • Familiarity with business model development, strategy and innovation;
  • Familiarity with research design models and relationship to program development;
  • Data/information visualization experience;
  • Strong analytical, problem-solving, and strategic thinking skills;
  • Excellent communication and interpersonal skills, with the ability to effectively communicate complex technical and policy issues to a wide range of audiences;
  • Demonstratable track record of collaborative work style;
  • Ability work with a variety of people with varied work styles;
  • Ability to work on a wide variety of projects simultaneously;
