President Signs Tax Bill That Includes Hybrid Vehicle Deduction

The passage of H.R. 1308, the "Working Families Tax Relief Act of 2004" eliminates the ‘phase-out’ of a tax deduction for electric drive vehicles for 2004 and 2005, and also eliminates the phase-out deduction for clean-fuel vehicle property for 2004 and 2005.  President Bush signed the bill into law earlier today.  

Under the previous law, qualified hybrid electric vehicles were eligible for a tax deduction of $2,000 in the year 2003; $1,500 in the year 2004; $1,000 in 2005, and $500 in 2006.  Under the new law, qualified hybrid electrics are eligible for the full $2,000 tax deduction in 2004 and 2005; the deduction remains at $500 in 2006.

There are also taxpayer deductions for trucks and other heavy duty vehicles.

[subitle]Korea Passes Bill Supporting Hybrid, Fuel Cell Vehicles

The Korea Times recently reported that the South Korean National Assembly has passed new legislation under which the Ministry of Commerce, Industry and Energy (MOCIE) will establish a plan every five years to support the local commercialization of environmentally friendly automobiles, such as hybrid electric and fuel cell-powered vehicles.

According to the paper, in preparation for local hybrid production, MOCIE also plans to establish national fuel efficiency standards by the end of 2005.

The Korea Times noted that MOCIE has already announced plans to integrate hybrid vehicles into public agencies' fleets.

CNGVEC Forms to Advocate Public Awareness of NGVs in U.S.

The California Natural Gas Vehicle Education Campaign (CNGVEC), which comprises public and private organizations from across the state, was launched last week in an effort to increase awareness about the benefits of natural gas vehicles (NGVs).

Campaign officials said the timing of CNGVEC's formation was made to coincide with Ford Motor Company's plans to halt its production of NGVs in the U.S. while expanding in Europe.

"Ford's decision to expand its [NGV] market in Europe, while Americans are stuck with the bill for skyrocketing gasoline prices, has moved us as a group of statewide organizations to raise our voice and the profile of this very important issue," said California Natural Gas Vehicle Coalition president Mike Eaves.

Toyota Prius to Receive IDEA Gold Award

Toyota Motor Corporation recently announced that its Prius hybrid electric vehicle (HEV) is slated to receive a Gold Award at the 2004 Industrial Design Excellence Awards (IDEA) competition this October.

According to Toyota, the IDEA awards -- the winners of which are selected by a jury of 17 non-affiliated designers -- are presented by the Industrial Designers Society of America (IDSA) and sponsored by BusinessWeek.

"The Toyota Prius had it all, design innovation with respect for the environment and the corporate courage to lead the industry towards a better solution," said IDSA juror and Pratt Institute Department of Industrial Design chair Debera Johnson.

Toyota is scheduled to receive the award at Disney Hall in Los Angeles, CA on October 30, the final day of the 2004 IDSA National Conference & Design Gallery

WRI, ADB Announce New Partnership for Sustainable Urban Transport in Asia

MANILA, Philippines and WASHINGTON DC, June 30, 2004 - The Asian Development Bank (ADB) and the World Resources Institute (WRI) today announced their cooperation on a comprehensive program aimed at enhancing the environmental sustainability of transport and mobility throughout Asia.

The program, called Partnership for Sustainable Urban Transport in Asia (PSUTA), calls upon EMBARQ - The WRI Center for Transport and the Environment (www.embarq.wri.org) to review existing experiences and capacities on sustainable transport in Asia, draw up a set of key indicators for three Asian cities, and develop a strategic framework that can be used to develop medium-term sustainable transport strategies.

Sierra Club Launches Hybrid Evolution Campaign

The 700,000 member strong Sierra Club has launched a new "Hybrid Evolution Campaign" focusing on clean cars and responsible energy solutions. As part of the campaign, the organization will be driving hybrids from town to town to demonstrate that the technology exists today to take America into a safer, cleaner, and more affordable energy future. The campaign will drive hybrid vehicles along three routes: Key West, Florida to Portland, Maine; Chicago, Illinois to Los Angeles, California; and Seattle, Washington to San Diego, California.  

The aim is to present clean vehicle and energy solutions as a stark contrast to what the Sierra Club says is the Bush administration's backward energy policy, which the group says increases U.S. dependence on oil and other polluting sources of energy. The campaign seeks to encourage the next generation of consumers to pressure corporations and the Bush administration to support evolved energy solutions like hybrid cars and renewable energy, with the goal a 40 mile per gallon fleet fuel economy average, 20 percent renewable energy by 2020, and increased energy efficiency.

FedEx Express Fields Diesel Electric Hybrids

FedEx Express, a subsidiary of FedEx Corp. (NYSE: FDX), has placed the first of its new hybrid electric delivery vehicles in service in Sacramento Calif. Two FedEx OptiFleet E700 hybrid vehicles have been tested in Sacramento since late February as part of a collaborative project with the Sacramento Metropolitan Air Quality Management District, Environmental Defense, and Eaton Corporation (NYSE: ETN). The FedEx hybrid vehicle is expected to decrease particulate emissions by 90%, reduce smog-causing emissions by 75%, and reduce fuel costs by one-third.

Clearing the air with hybrid buses

The soot spewing from the exhaust pipes of diesel buses doesn't just look dirty, it is dirty, accounting for 20 percent of U.S. air pollution, says the Natural Resources Defense Council (NRDC). Some forward-thinking transit agencies are fighting back with hybrid diesel-electric buses.

For example, New York City Transit (NYCT) took the lead and purchased 10 prototype hybrid buses in 1998, helping clear the air in a metropolis with very poor air quality.

'Moolander' achieves 33 percent increase in on-road fuel economy and a 50 percent reduction in emissions

Carmakers may sue California on new emissions plan

DETROIT — Automakers are considering challenging in court California's plan to require vehicles sold in the state to cut greenhouse gas emissions almost 30 percent, an industry group said Tuesday.

The draft plan of California, which accounts for nearly 13 percent of the U.S. auto market, would phase in reductions of gases linked to global warming in two steps for cars and trucks sold in the state from 2009 through 2014.

The automakers believe the state's plan, which comes at a time when U.S. gasoline prices are close to record highs, would raise vehicle prices by forcing them to boost fuel economy.

"It is illegal," said Eron Shosteck, spokesman for the Alliance of Automobile Manufacturers. "States cannot set their own fuel economy standards." The new proposal is likely to add "thousands of dollars" on each vehicle, Shosteck said.

Consortium to Develop Hydrogen-powered Electric Vehicle

Alternate Energy Corporation (AEC), together with Feel Good Cars, Inc. (FGC) "and others," recently announced plans to retrofit an FGC zero emissions no noise (ZENN) urban low speed electric vehicle into a prototype hydrogen-powered internal combustion engine electric vehicle.

According to AEC, the prototype is expected to be equipped with the company's onboard hydrogen generator, which will power a "small non-polluting internal combustion engine (ICE)." AEC said the ICE will then drive a "newly developed alternator that can...power the electric motor of the vehicle."

Additionally, AEC said the alternator will be designed to recharge the vehicle's batteries, which "are simultaneously being used to power the electric propulsion motor of the vehicle."

"Anticipated key benefits of this system are low cost, no hazardous emissions, increased range and elimination of downtime attributed to recharging," said AEC. "Alternate Energy believes that the initial sales price of the vehicle should not be overburdened by the use of the new technology and that the operating fuel cost should be less than the existing cost of gasoline. The company believes the resultant vehicle will demonstrate that a hydrogen-powered car can be produced at a price affordable to middle income households."

AEC noted that it plans to have a demonstration vehicle completed this year.

California seen readying plan to cut auto emissions

SAN FRANCISCO — California regulators will unveil a plan Monday that would require automakers to reduce vehicle emissions by as much as 30 percent on cars sold in the state by 2015, a San Francisco environmental group said Wednesday.

The group, Bluewater Network, "understands the proposed reduction will be 30 percent," said Elisa Lynch, the group's global warming campaign director.

The organization helped draft the California legislation that led to the nation's first law in 2002 to cut vehicle emissions of carbon dioxide and other gases that have been linked to global warming.

Scientists Say NG as Polluting as Standard Petroleum

The Australian Broadcasting Corporation (ABC) recently reported that a team of Australian scientists has concluded that compressed natural gas (CNG)-powered vehicles emit as many particles and air pollutants, but less greenhouse gases than, gasoline vehicles.

ABC cited the results of a study published in the May 5 issue of Science of the Total Environment in which the emissions from a converted 1999 Ford Falcon bi-fuel Futura were recorded for three months.

A second study in the journal compared nine petrol or liquid petroleum gas (LPG) compatible cars with similar results.

California Bill Could be a Boon for Biofuels

Green Star Products, announced that American Biofuels (which is 35% owned by GSPI), has been successful in helping to get a biodiesel industry bill (AB 2899, Assembly Member Shirley Horton) passed through its main policy Committee in the California Assembly. The bill is important to the biodiesel industry because it creates a labeling program for biodiesel that includes a voluntary program to set up labels at the fuel pump that identify fuel efficiency and CO2 benefits of a particular fuel blend.

distributor for Solectria drive systems to the consumer level
conversion market.

Black Cabs Go Green as London Prepares to Hail 'Electric' Taxis

Azure Dynamics to field trial pair of hybrid-electric powered London taxis this summer
A Canadian company is launching the world's first-ever "hybrid" environmentally friendly taxi on London's streets next month.

Azure Dynamics will give two of the specially adapted black cabs a trial run this summer in a joint venture with London Taxis International, owned by Manganese Bronze.

The company is also attempting to raise between £8m and £12m in a listing on the Alternative Investment Market at the end of June. It is already listed in Toronto with a value of about £30m and includes the British financier John Gunn as one of its main investors.

Ford Decides to Crush 365 Th!nk Electric Cars

Ford Motor Co. will not sell approximately 365 Ford Th!nk City vehicles back to Th!nk Nordic, and will instead salvage the vehicles

Ford Motor Co. has withdrawn from negotiations with Th!nk Nordic regarding the return to Norway of approximately 365 Ford Th!nk City vehicles in the U.S. According to the Norwegian newspaper Romerikes Blad, Ford will instead scrap the vehicles, a major disappointment for the Norwegian carmaker. Ford representatives have made no public statements on the matter, although it is believed that liability and product support concerns were the motivating factors.

Escape Hybrid Will Sticker Near $22,000

Schwarzenegger Unveils 'Hydrogen Highways' Plan

Just in time for Earth Day, Governor Arnold Schwarzenegger took the first major step toward fulfilling his campaign promise of revamping California's highways into "Hydrogen Highways," - allowing for the first state-wide infrastructure to support hydrogen fuel for transportation.

Schwarzenegger unveiled the California Hydrogen Highways Network at UC Davis through the signing of an executive order creating a public and private partnership to build a Hydrogen Highway in California by 2010.

Hydrogenics: Sailing in Good Company

Modern sailboats have a problem. Like their motor yacht counterparts, they need electric power. And until now that meant either relying on short-lived batteries or noisy, smelly, polluting diesel generators; a solution totally at odds with the clean, windblown nature of the sport.

The advent of the low-power hydrogen fuel cell may just have solved that problem; at least that is what HaveBlue LLC and Canadian-based Hydrogenics in Mississauga, Ontario are hoping. Both companies, along with TexacoOvonics, have teamed up to develop a pollution-free power plant for sailboats that will not only provide electrical power, but also propulsion for maneuvering in harbor.

Hydrogen's Dirty Secret

President Bush promises that fuel-cell cars will be free of pollution. But if he has his way, the cars of tomorrow will run on hydrogen made from fossil fuels.

When President Bush unveiled his plans for a hydrogen-powered car in his State of the Union address in January, he proposed $1.2 billion in spending to develop a revolutionary automobile that will be "pollution-free." The new vehicle, he declared, will rely on "a simple chemical reaction between hydrogen and oxygen" to power a car "producing only water, not exhaust fumes." Within 20 years, the president vowed, fuel-cell cars will "make our air significantly cleaner, and our country much less dependent on foreign sources of oil." ...

Nissan gets mileage exemption

GM, Ford, DCX oppose government's decision

WASHINGTON -- Federal regulators decided Tuesday to exempt Nissan Motor Co. from government fuel economy standards, a highly unusual move prompted by concern enforcement could lead to U.S. job losses.

Nissan asked the government in February for an exemption to what is known as the two-fleet rule, which requires automakers to calculate the average fuel economy of their domestic- and foreign-made vehicles. Each fleet must meet the government's standard of 27.5 miles per gallon.

The National Highway Traffic Safety Administration, which sets fuel economy rules, decided to let Nissan combine its domestic and foreign vehicles and then calculate the fuel economy. The exemption, opposed by U.S. automakers, applies to vehicles from the 2006 to 2010 model years.

Hybrid Buyers are waiting in the wings...

Fueled in part by growing concerns about gas prices and worldwide oil production, along with increased sensitivity to environmental issues, sales of hybrid automobiles nationwide are on pace to nearly double this year.

Here in the Bay Area, car buyers are waiting upward of three to four months for delivery of a Toyota Prius, a popular hybrid that the manufacturer says can travel 60 miles per gallon.

But before you rush off to buy stock in Honda or Toyota -- the only manufacturers of these cars that run on both gas and electricity -- keep in mind that even with an estimated 40,000 sales this year for both automakers the business for such vehicles is more niche than rich. Going out 10 years, perhaps 1 million of the 17 million new vehicles purchased in the United States will be gas-electric, according to industry analysts J.D. Power and Associates...

Up to 30 hybrid models are expected on the market by 2009. With gas prices spiking nationwide, it's not surprising that cars that get more than 60 miles per gallon are getting a second look from once-lukewarm consumers. And nowhere is that interest more acute than in the Bay Area, where the perfect storm of environmentally conscious consumers and sky-high gas prices have made the hybrid a hot commodity...

Windpower on the Verge

Impressions from my first Global Windpower conference

Once upon a time a "big" wind turbine generated a modest 55kW of peak power. Hundreds of such machines where erected in California and elsewhere in the world in the wake of the '70s oil embargoes. But these would soon be eclipsed by 100kW, then 265kW, then 650kW machines. Even these would be quickly dwarfed when 1MW giants started going up in the late 1990's.

Now the wind industry is not just talking about 2 and 3MW-plus machines with 120 meter-long blades, they are building them, onshore and offshore. There's even talk now of 5MW giants.

So, what's this have to do with electric-drive vehicles? Little at the moment, but if Matthew Simmons' instincts are accurate, that could begin to change, maybe a lot sooner than many expect.

MI Students Compete in Snowmobile Challenge

Engineering students at Michigan's Kettering University garnered two second-place finishes at last month's Society of Automotive Engineers Clean Snowmobile Challenge.

The team's snowmobile operates on a 10-percent ethanol fuel blend, and was second in the acceleration and noise reduction categories while finishing seventh overall.

Segway to Offer Monthly Financing for HT Purchases

The Associated Press (AP) recently reported that Segway, LLC plans to work with the Digital Federal Credit Union (DCU) in publicizing the availability of monthly financing options towards the purchase of one of the company's two-wheeled, battery-powered Human Transporters (HTs).

"It is to give people more options as to how to pay for a Segway HT," said Segway spokesperson Carla Vallone.

According to AP, Segway and DCU will include information about the financing in brochures distributed at the credit union's 50 state branches.

BMW to Offer Vehicle Powered by Hydrogen, Gasoline

Dow Jones recently reported that BMW chief executive Helmut Panke has revealed that the luxury automaker plans to offer a hydrogen- and gasoline-powered internal combustion vehicle "within the next four years."

According to Dow Jones, Panke expressed his belief that BMW has resolved several issues with regards to the use of liquid hydrogen as a fuel, including storage and leakage concerns.

Dow Jones said Panke noted that by the time the hydrogen- and gasoline-powered vehicle enters the market, BMW "will probably have a number of hydrogen fuel stations at our [U.S.] retail centers."

Ford Escape HEV Sets SUV Mileage Record

Ford Motor Company recently announced that its Escape hybrid electric vehicle (HEV) averaged more than 38 miles per gallon during a 37-hour driving test in Manhattan.

According to the automaker, the hybrid sport utility vehicle (SUV) traveled for 576 miles on one tank, beating company estimates that the Escape would log 500 miles in city driving conditions.

"This is phenomenal," said Ford Hybrid Vehicle Programs director Mary Ann Wright. "The Escape Hybrid surpassed the ultimate urban driving test proving it is the cleanest and most fuel-efficient SUV on the planet."

GM to Introduce $2,500 Premium for Hybrid Powertrains

Reuters recently reported that General Motors (GM) plans to charge a $2,500 premium for hybrid electric powertrains that will be installed in the half-ton Crew Cab models of the company's Chevrolet Silverado and GMC Sierra hybrid pickup trucks.

According to Reuters, GM officials said the premium for the hybrid powertrain is "close" to similar charges for Toyota Prius and Honda Civic hybrid electric vehicles.

Reuters noted that standard half-ton Crew Cab pickup truck models have a base price of $25,585 "including freight."

Honda Reports Successful Cold-Weather Demo of FCX Fuel Cell Vehicle

Honda Motor Co. has announced that it has conducted a successful cold-weather demonstration of its FCX fuel cell vehicle equipped with a Honda Fuel Cell Stack. Demonstrating the vehicle's cold-weather performance capabilities and its ability to start in below freezing temperatures is a major hurdle in the drive to create a truly mass-marketable fuel cell vehicle, according to the company.

Testing was conducted at Honda's test track and on public roads on the northern Japan island of Hokkaido. As a part of the test, the FCX successfully started after being parked outside overnight in temperatures as low as +12ºF (-11ºC). Test drives conducted immediately afterward demonstrated the vehicle's excellent cold weather driving performance. Honda will continue cold weather testing in its efforts to make widespread use of fuel cell vehicles a reality. The Honda FCX is the first fuel cell vehicle to be certified for regular commercial use by the U.S. Environmental Protection Agency and the California Air Resources Board, and is currently being used by customers in the U.S. and Japan.

Enova, Hyundai to Develop New Fuel Cell System

Torrance, CA-based Enova Systems recently announced plans to partner with Hyundai Motor Company on a six-month effort to develop a new fuel cell power system for the Korean automaker's Tucson fuel cell hybrid electric sport utility vehicle. The existing fuel cell-powered Tucson debuted earlier this month at the 2004 Geneva Auto Show.

"This newest generation of the Hyundai and Enova's proven capabilities will propel both companies to the forefront of fuel cell vehicle systems," said Enova president and CEO Carl Perry.

According to Enova, Hyundai hopes to begin leasing its fuel cell vehicles to fleet customers by the end of the year, with plans to make models available to the public on a limited basis by the end of the decade.

Anuvu To Power First San Francisco Bay Fuel Cell Ferry

Latest Neil Young tour highlights environmentalist character

MILWAUKEE, Wisconsin  —  Saving the family farm, helping the Earth and reducing America's dependence on foreign oil — they all go together for Neil Young on his "Greendale" tour.

Young rolled into town with a fleet of buses and trucks running on biodiesel, an environmentally friendly fuel made from renewable resources such as soybean oil and recycled cooking oil. He said switching to biodiesel was his idea.

"Rather than talk about it, I figured just do it," Young said, noting there's an environmentalist character in his new show, which features actors performing on stage along with the music.

In an interview Tuesday with The Associated Press, the veteran Canadian rocker said he can still be a capitalist and embrace the environment.

"I'm just trying to make a point. There are other ways to be self-sustaining," the 58-year-old said.

As a member of Farm Aid for 18 years, Young said he's always looking for ways to help the family farmer. He said there are millions of acres (hectares) of unfarmed crop land in the United States and Canada that could be tapped for renewable energy.

But Young knows it's a struggle to persuade people to end their reliance on fossil fuels during the pro-oil tenure of President George W. Bush.

"You can't change the Bush administration with this. I mean, to them, I'm a tree hugger," he said.

Volvo Introduces Hybrid Electric Concept Car for Women

The Associated Press (AP) recently reported that Volvo Car Corporation publicly displayed the Your Concept Car (YCC), a hybrid electric concept vehicle designed by and for women, at the 74th Geneva International Motor Show, ending this week in Geneva, Switzerland.

According to AP, the 215-horsepower YCC's specialized design includes such "maintenance-free" features as automated engine-check notification and a gas tank with a "roller-ball valve opening," as well as extra storage space and parking sensors.

Toyota Rated Most Eco-Friendly Company

Tokyo, March 1 (Jiji Press)--Toyota Motor Corp. was the only company to be given the top rating of AAA in a list that ranked Japanese firms according to their achievements in environment- friendly efforts in 2003, a corporate research firm said Monday.

The Tohmatsu Evaluation and Certification Organization, affiliated with major Japanese auditor Tohmatsu & Co., praised the top Japanese automaker for its efforts in cutting harmful greenhouse gases and for spreading environmental-friendly efforts across its global operations.

Toyota achieved the highest ratings in all of seven categories, including anti-soil pollution measures.

The rating covered 449 companies in Japan that publish reports on their environment-related activities.

The research firm gave the second-highest rating of AA to Sony Corp. , Ricoh Co. , Seiko Epson Corp. and Fuji Xerox Co.

NHTSA Extends Dual-fuel Credit Through Model Year 2008

The Department of Transportation's (DOT) National Highway Traffic Safety Administration (NHTSA) recently announced that DOT has extended until 2008 the incentive for dual-fueled vehicles created by the Alternative Motor Fuels Act (AMFA).

According to NHTSA, the administration expects that the four-year extension "means that manufacturers will produce more dual-fueled vehicles than they would if the incentives were not extended," while offering the U.S. vehicle fleet "greater capability to operate on ethanol...." Additionally, NHTSA said the decision gives Congress, other federal agencies, regional authorities and the private sector "ample time to identify, adopt and implement measures to enhance the alternative fuel infrastructure."

"Diversifying the fuels we use will help protect the environment while achieving greater energy independence and security for our nation," said DOT secretary Norman Mineta. "Extending this incentive will encourage manufacturers to produce dual-fueled vehicles and retailers to provide pumps for these fuels."

Raser Technologies Tests Hybrid Snowmobile

Local officials in Provo, Utah recently reported that Raser Technologies has completed initial testing of a snowmobile equipped with a hybrid electric motor.

According to officials, Raser Technologies believes the hybrid electric snowmobile, which the company said is cleaner and quieter than a 60-horsepower two-stroke gasoline-powered snowmobile, could potentially help solve the ongoing debate concerning the operation of such vehicles in national parks.

"This technology really provides a solution to that problem so that snowmobiles can run again in the park [quite] cleanly, a better experience for everyone," said Raser Technologies spokesman David West.

Novozymes Achieves Cost Reduction in Biomass-to-Ethanol Project

Bagsvaerd, Denmark-based Novozymes, a "world leader in enzymes and microorganisms," recently announced it has achieved a twelve-fold enzyme cost reduction for the conversion of biomass into sugars for fuel ethanol production.

By utilizing its proprietary biotech research platform to increase enzyme activity and fermentation yield, Novozymes said it succeeding in lowering the cost of enzymes required to produce one gallon of biomass-based ethanol from "above $5 to below 50 cents per gallon."

Novozymes noted that the achievement exceeds the goal of a ten-fold cost reduction under the company's three-year, $14.8-million subcontract with the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory.

"We see reducing the effective cost of enzymes as perhaps the greatest potential improvement in biomass-to-sugar technology, and the progress Novozymes has made in this area is a major step toward making the technology cost-competitive and a basis for bio-refinery industries," said DOE Office of Biomass Program manager Douglas Kaempf.

Automakers Urge Canada to Help Promote HEVs

The Canadian Press (CP) recently reported that several automotive industry officials who attended the Canadian International Auto Show last week in Toronto urged the federal government to help raise interest in hybrid electric vehicles (HEVs) by providing such incentives as federal tax rebates to consumers who purchase the low-emission vehicles.

"We, along with several others in the industry, have been trying to encourage [Natural Resources Canada (NRCan)] to put a program in place that would encourage consumers to accept this technology and to change their buying habits," said Honda Canada spokesman Jim Miller.

According to CP, automotive officials also encouraged the federal government to help promote the use of hybrid electric transit buses, as such vehicles could help the country meet its emissions reduction goals under the Kyoto Protocol.

Kaz EV Goes for World Speed Record in Japan

KUROISO, Japan : Japanese researchers test driving an electric car here Sunday said they aimed for the machine to set a new world speed record of 400 kilometres (248 miles) per hour.

Former Formula One driver Ukyo Katayama took the wheel of the Eliica, equipped with eight wheels and lithium battery-powered motors, at a test track in Kuroiso, some 200 kilometres (130 miles) north of Tokyo.

A predecessor of the Eliica, the Kaz, set the current world record for the land speed of an electric car of 311 kilometres per hour in Nardo, southern Italy, in April 2001.

The Eliica hit the top speed of about 315 kph in Sunday's test runs but the time was considered unofficial.

It will be sent to Nardo in early March for official trials to set a world record on March 13-14.

The car was developed by a research team led by Hiroshi Shimizu, engineering professor at the prestigious Keio University, in cooperation with dozens of corporations.

According to ACEEE, the natural gas-powered Honda Civic GX is the "greenest" vehicle available this model year based on it's "green score," a singular measure that incorporates unhealthy tailpipe emissions, fuel consumption and emissions of greenhouse gases.

OSU Scientists Research New Hydrogen Production Process

Oregon State University's (OSU) Daily Barometer recently reported that OSU's College of Engineering is researching a new process for the conversion of vegetable oil into hydrogen fuel via a "specialized" microprocessor.

According to the Daily Barometer, the Department of Energy has selected the college's Microtechnology-based Energy and Chemical Systems (MECS) proposal as a finalist for a departmental grant, with an upcoming final review to determine the winner.

The Daily Barometer noted that while the DOE aims to develop a hydrogen production method capable of generating the fuel for $2.6 per kilogram within 10 years, MECS researchers maintain their process could result in hydrogen production at $2.1 per kilogram "as soon as the technology is built."

BAF Plans to Continue Conversions on Certain Ford Models

BAF Technologies recently announced it will continue to provide vehicle conversion services on select Ford products. This follows an announcement by Ford that it plans to stop production of its compressed natural gas (CNG) and liquid propane gas (LPG) vehicles after model year 2004.

According to BAF, it will continue to produce a Ford E450 cutaway with the 6.8-liter engine and the Crown Victoria in both the CNG and LPG, as well as explore production of a F250 and E350 models in both CNG and LPG based on market demand.

"Ford has been an industry leader for many years in this market," said BAF president John Bacon. "I know they will support not only the research and development of alternative fuels in general, but also the continuing use of CNG and LPG in their products. Yamaha to Offer PAS Lithium Hybrid Electric Bicycle

LTC Delivers Prototype Li-ion Battery to Astor Consortium

UQM Announces Sale of Hybrid Propulsion for HEVs

According to the company, the series hybrid configuration consists of a UQM generator driven by an internal combustion engine to provide on-board electric power, and a UQM propulsion system that provides primary propulsion, and serves as a regenerative braking system. The parallel hybrid configuration incorporates a UQm propulsion system in the driveline to join the internal combustion engine in propelling the vehicle, as well as providing regenerative braking.

Hybrids and Fuel Efficiency on Candidates' Minds

President Bush significantly raised the profile of fuel cell vehicles with his program of funding hydrogen fuel cell vehicles and the infrastructure to support them. Now, as presidential campaigns heat up and candidates clarify their positions on high-profile issues, it's apparent that hydrogen fuel cells, advanced technology vehicles, and higher fuel efficiency have also become important threads through most of these campaigns.

Perhaps the most optimistic plan comes from Rep. Dick Gephardt, who not only feels that environmental issues are at stake, but also American competitiveness. His plan would see significant investment in advanced technologies that would find a million hybrids and 100,000 fuel cell vehicles on American roads by 2010 and 2.5 million fuel cell vehicles in use a decade after that. Increased federal investment in advanced vehicle technologies as well as tax credits for buyers of these vehicles would be provided.

Howard Dean aims to close the SUV "loophole" that allows SUVs significantly lower fuel economy than passenger cars by increasing corporate average fuel economy (CAFE) across-the-board to 37.5 mpg by 2015. Sen. John Kerry favors increasing CAFE to 36 mpg by that same year while Sen. Joe Lieberman aims a bit higher at 40 mpg. Rep. Dennis Kucinich believes that a shift away from fossil fuels is in order and a 45 mpg CAFE standard should be imposed on automobiles. Al Sharpton favors increasing automobile CAFE requirements to 33 mpg.

Candidate Wesley Clark believes that advanced vehicle technologies like hybrids will play an important role in increasing fuel efficiency and lowering emissions. His plan would call for consulting with industry, environmental, scientific, and regulatory groups to determine workable goals and timetables for higher fuel economy and tighter emissions standards. Sen. John Edwards supports investing in technologies that enhance fuel efficiency and increased CAFE standards, while candidate Carol Moseley Braun simply wants existing CAFE standards enforced before tightening them.

PA Offers Grants to Help Residents Purchase HEVs

According to officials, the grants were made available through the Pennsylvania Alternative Fuels Incentive Program.

"We bought [an HEV] for its great gas mileage," said grant recipient Colleen Felton. "It gets 45 miles per gallon, in the city too. It's definitely cheaper to run."

Nissan Offers Altima PZEV

Nissan Altima sedans equipped with 4-cylinder engines have qualified for Partial Zero Emissions Vehicle (PZEV) certification in the 2004 model year. The Altima joins its Sentra stable mate in attaining this stringent emissions certification. Achieving PZEV status reduced the Altima’s horsepower slightly from 175 to 170. The Altima PZEV will be sold in California and Northeastern states.

Thai Government to Launch New NGV Initiative

Government officials in Thailand recently reported that the Thai Energy Ministry has unveiled a natural gas vehicle (NGV) project to encourage the use of NGVs in an effort to decrease the impact of an ongoing oil crisis.

According to officials, the project involves the introduction of 10,000 natural gas-powered taxicabs as well as subsidization through PTT Public Company, Ltd. to help cover the cost of converting a diesel engine to run on natural gas.

Additionally, officials said PTT will reduce natural gas fuel costs to 50 percent below that of standard diesel.

The hydrogen rotary returns in an aggressive dual-fuel sports car

Hydrogen fuel cell vehicles may be all the rage on the developmental circuit these days, but that doesn’t mean hydrogen won’t make it to the highway in more conventional ways…at least if Mazda has a say in it.
No stranger to hydrogen power, Mazda recognized some time ago that its rotary engine and clean hydrogen fuel operate quite well together. Green Car Journal editors understood this first-hand when driving the automaker’s developmental MX-5 Miata hydrogen rotary sports car a decade ago...

The Mazda RX-8 RE integrates Mazda’s Renesis hydrogen rotary engine, a lean-burn powerplant based on the automaker’s next-generation rotary engine launched just last year in the all-new RX-8 sports car. Even when running on conventional gasoline, the new Renesis features significant environmental improvement over previous generation rotary engines with better fuel economy and reduced emissions.
